The Act was made applicable to the state of Jammu and Kashmir via Schedule 5 Table 1 Entry 57 of the Jammu and Kashmir Reorganisation Act , the said entry deleted the word 'Jammu and kashmir' from Section 1(2) and left the section 11 , but in effect section 11 now has no application on the J&K because the Limitations Act is applicable to it and the Limitation Act of J&K got repealed by the J&K Reorganisation Act (entry 77 Table 3 Schedule 5 of the J&K reorganization act)

Sur sec 11 is lex foxi but it doesn't mean law of the land
Lex fori is law of the court
Therefore here when a suit is instituted it means the law of such court will apply in which that suit is instituted
