It's called a Convention of the States where delegates can change pretty much anything in the Constitution. This sounds like a great idea, and I support it to some extent, such as establishing congressional term limits and rewriting the 2A in today's English. However, it can most certainly backfire and go the other way (via deep state actors and traitors) and end up expanding government and reducing freedoms.
