The amount of lye you need depends on the oils you use. Every oil has a different saponification number and every recipe is different. You can use a soap calculator to calculate your recipe. And do some research on lye safety before making soap.
This is nearly impossible to tell, it depends on so many things like the recipe, on the bar size, the curing time, your personal usage habits... It can be everything between two weeks and two month or longer or shorter.
You have to wait until the saponification is finished. I would wait minimum 72 hours. You could use the soap then, but it is always better to give it a few weeks of curing time. The soap gets harder and better. Be sure to make some research on lye safety before you make soap!
