Waste water should also count as one of the steps to hand washing?
a lot of water has been wasted in the process, is it not possible to turn the faucet off while scrubbing the hands with soap?
That's what I observed too, Some people (not all) really don't care much about water they consume because they(not all) think they have plenty, but in reality, water is running out real fast.
