Let's be real, Dr. Bright just helped weed out some staff that wouldn't have been able to make it in the foundation anyway. After all remember they torture a pregnant woman to make sure she doesn't give birth to a child of the scarlet king.
Also posing that question also helps them rationalize the morals of the tests, and telling them that even if they get on the ethics committee nothing will change is just managing expectations.

Actually if we go by practicality the testing for the pinata would stop because the paralysis followed by candy is not useful and basically anything, and I know from experience that having sudden paralysis is situational at Best in terms of effectiveness. Yes I get occasional for office without warning, no the doctors haven't found out what's wrong, no it hasn't happened for a while. But that thing somehow knows what your favorite puppy is which means the claw machine can go into your brain, the puppy is either made from nothing, made from something, or it's taken from somewhere, then there's the use for the technology in there whether or not it's being used for demolition or termination. It would be a waste of resources to continue the pinata testing, so you should stop the machine. To think that Dr bright noticed this, went to see if the newcomers wouldn't notice this- simultaneously seeing if anyone else would notice this as this kind of thing will be known to more than just the people involved in the incident.

I would stop testing on SCP-1459. Although I am certain the "puppy" is akin to little more than a sprite from an arcade machine, in other words a fake "virtual" construct from within the confines of the machine, on the off chance that this "claw machine" is somehow infinitely generating organic puppy life of any scale without any resources, at least the waste of organic life and the mental scarring on the testing staff will be reduced.
SCP-956 on the other hand, is not being tested on kids at The Foundation (last I checked) and if it was, that kid was on death row for a reason. Testing with It is not doing any more particular damage to staff than testing with other lethal SCPs does.
Stopping 956 testing changes nothing. Stopping 1459 testing would increase morale in the workplace through a decrees in observation of puppy murder. Therefore, stopping 1459 testing is the more morally beneficial choice.

Thank you for depicting the ethics committee properly, way to many people overestimate the power they have most of the more messed up containment procedures have a note from the EC that is then not only ignored but they are reprimanded for being too idealistic and that they exist for the sole reason of making sure that nothing “unnecessary” cruel happens, not that the foundation operates in a morally sound manner, to make sure if the cruel things they do are justified or not, and are usually ignored when they say something is “too evil” because they have to feed people to a massive eel that might be eating their soul to make forget juice. Not a joke, look up scp 3000

    • @Atou_Mahogany

@@bananananananabatman8999 About that, I question why resources need to be wasted in the feeding process of SCP-3000 (Anantashesha) when The Foundation could be getting the same amnestic substance using SCP-294 (The Coffee Machine). It seems like it would be more than capable of providing the same material at all around reduced costs.
As an aside, I would like to mention that it could also probably be used to dispense water from SCP-006 (Fountain of Youth) that The Foundation could use as a type of liquid SCP-500 (Panacea) for the betterment of health of its employees while still maintaining the secrecy of 006s location.

Candy is not healthier than just cannibalizing, take it from me with my personal experience due to my neurological basically list of issues the doctors still haven't found the cause of. Being able to paralyze someone is pretty situational in terms of effectiveness, but you've got the murder technology, and then there's the puppies that are either being taken from a pocket Dimension or elsewhere if they are not being created right there, then there's the fact that it's somehow can do stuff anywhere brain to find out what kind of puppy is your favorite . No, they cant fire him because Bright himself is an SCP or more accuratly the medalion that overwrites the mind of anyone that touches it with a copy of Bright is. Also he is way too valuable of an asset, both because he is a brilliant (if totaly insane) scientist but also because the medalion allows for bright to test lethal anomalous effects that cant fully be observed from the outside on himself and then report the experience once he gets a new host.
And as for retraining, my dude, the man has lived and died through more trauma than most other people and on top of that holds a pretty high position in the foundation so it would both be near impossible to archive and hard to enforce.

The answer to this question is incredibly simple, the puppy is either teleported from elsewhere or anomalously produced and you have to supply children to the first one. Not only is it a better use of resources to cancel the first one but assuming the puppies are produced anomalously that's at least a moral gray area.
