You need to consider 2 situations: 1 - You hits Robotnik fast, explode 1 balloon, hits Robotnik 1 more time, explode more 1 balloon. 2 - You wait Robotnik down, hits he 2 times, and explode the 2 balloons. In both cases, Robotnik takes 2 hits, but what situation is faster? Only this matters, which is the time left that you can hit Robotnik again.
I made the TAS so I played it. This is not a normal speedrun, it's a Tool Assisted Speedrun. This is making using a lot of save states, slow downs, and frame by frame inputs, also with assist of more tools like RAM watch, and manipulations of RNGs (Random Number Generators)... and a lot of other things too. Also, a TAS is made by humans, and it takes a lot of work! It's not made by a TASbot or something similar...

I tried it, it's more fast when you explode 1 balloon and hits Robotnik.

yes, but the game codes I tried at that time not worked on Gens emulator... years later I discovered other codes that works with TAS
