You can't beat he. You need to hits robotnik 8 times, but only counts if you hit the normal robotnik. When you hits the dark robotnik, nothing happens... he is flashing, but the hit-count does not decrease

There's actually some unique tech, too. You can see that the enemies become invincible during the corrupted parts, so you can bounce off of them, plus collecting rings subtract from your total.
