I just go for the highest RPM under full throttle at the belt shift. Yellow spring in the tightest hole does it. The tach I have has a max RPM recall function which makes testing easy. Both of my Ebay torque converters from different sellers both engage at 2700 RPM.
On one of my bikes I use a mini 91 "silencer" because it's so lightweight. With a fairly short header I don't have to brace it. Still loud but does take the edge off header noise.
