  • The Charlotte-Mecklenburg Police Department (CMPD) is conducting a criminal investigation that resulted in the arrest of CMPD Officer Henry Chapman, after an arrestee reported that an officer had stolen property from him. The incident happened Thursday, March 14, shortly after 4pm in the University City Division. Upon investigation, CMPD detectives arrested Officer Chapman who was charged with one count of Embezzlement.

      Not complicit but she seemed like she was lowest ranking so it was one of those situations she didn’t want to accuse her senior colleague of wrong doing unless it was 100%. They could have handled it better when it came to light but they didn’t want to jump the gun. Also, respect to the CMPD for being this transparent and posting all these videos. Did Chapman have his body cam on? If not that is incriminating right there. One of the other officers should have said something about that.

      Unfortunately, he hasn't entirely lost his pensions, and he can unfortunately get a new salary by moving somewhere like Florida or Texas and get a new cop job after his trial. If the US had the same justice system for cops as the rest of us, and that's why qualified immunity needs to end.

      @@NahtShure actually no he can't. It doesn't work that way for those types of jobs. Trust me. I know it is cool to think that is what happens, but not reality. What people don't know is that departments do a very thorough 2 or 3 month background investigation on these guys and a felony charge pops up anywhere in the country. They fill out a personal history questionnaire after their application that is like 30+ pages long. In there he will have to list all of his addresses and employers among other things. Then they call those police departments and ask for his records. On top of that a felony charge is enough to strip him of his post certification which he needs to work. He also can't carry a gun anymore. He's done man.

      He seemed like a kid in trouble. The suspect said he said something when he touched the rubber band. I don’t think he really said anything other than mumbled something that didn’t make sense just to justify why he was touching the guys money. I like how they made the guy seem like he was crazy.     It's refreshing to see a police department be up front and transparent about the misconduct of one of their officers. Too often, departments across the country put up that blue wall of silence and then delay investigation until the incident fades from public memory while the dirty cop is allowed to quietly retire with benefits.

      Embezzlement occurs when someone has authority and a legal access to money. In Moon's case, Chapman had legal access because a detainee's belongings are kept in an envelope until the detained is released or transfered to a different authority. Theft is defined by taking something when one does not have legal access to those belongings.

He showed so much grace to the officers who did not want to even check the thieving Chapman, he showed such grace to the thieving officer himself & you people STILL continued to treat Mr. Moon with disrespect & as if this was HIS fault!
