He considers the fighting an amusing diversion from the real conflict, which he's handily winning.
I think JP knows how the world will end. He has multiple lines that elude to the "end". I think he knows that nothing matters because no one can change the course of it.

Let's not forget according to the issues of the prequel comic that are currently out it's somewhat hinted that JP worked with the Cyberterrorist group that claims to be protecting "Nayshall" Amnesia to frame Ken for the terror attack in the country using Ken's less then intelligent decision to invest in Cryptocurrency and some deep-fake videos to ruin him and his family's name with JP earlier on appearing on camera alongside Ken as the "generous" host of a fighting tournament happening in the country to make himself appear as a good guy. And that's what makes villains like JP, DC's Lex Luthor, and Marvel's Wilson Fisk/Kingpin so deadly and dangerous is that despite being villains they know how to use their wealth and position to spin the media and make themselves look like upstanding citizens to hide their own nefarious goals and avoid legal trouble. Again in his win quote against Chun-Li Ken states "I want to get to the bottom of this, but I can't trust the police yet." basically Ken is telling Chun-Li that yes he wants to get to the bottom of the Nayshall incident but he's still not comfortable with trusting the ICPO just yet because he's still not sure if they'll actually believe when he reveals that he was framed and set up, or if they'll believe JP's lies about him if JP really did help Amnesia frame the long-running Street Fighter protagonist for the terror attack in Nayshall.

He’s terrifying if you watched the sf2 movie from the 90s. You know that slide move he does in the game? Doesn’t seem Intimidating, but that movie made that move turn him into an actual bullet train that rocked across about 30 meters of distance that knocked ryu and ken aside like flies.

Nah, Rugal is a ruthless businessman and arms dealer as a means to an end to finding and defeating strong fighters. Victory through violence is his main goal, money just facilitates that. JP Is the opposite. Fighting is an amusing diversion he's relatively new to, and really not what he considers important. He finds it hard to understand the PCs quest for personal strength through martial arts, and when you defeat him he just laughs at you asking what besting him in combat has actually changed.

I have seen this very unique and mysterious phenomenon express itself in everything from animated TV series, comic books and video games such as Street Fighter. I don't think the people that create these characters and stories consciously plan to have certain characters and concepts line up so perfectly with archetypes present in the world yet the strikingly eerie harmonious similarities are all present not only in a present sense but also in a way which gives glimpses of the potential future. Street fighter has always been an extremely inspiring, dynamic, work of esoteric art in my life and I am glad there are others that can see the interesting “hidden“ information that can only be savored by a sophisticated few. I was hoping they were saving the true, actual boss reveal... but they weren't.
