It should be roasted first and cook after that, if you like you cook the raw Muthira also,I think soaked will not be much good,but it can also be done if you like. But this is the best way in our experience
Pinky if we don't roast and make it a paste after cooking it will be a slimy liquid.. With no taste... Washing and drying in sun is a traditional cleaning method.. As sun drying will reduce the time for roasting.. Old houses where designed in such way...

It can be consumed certainly with Rice,and Chappathy also. Or even with Seva or Idiyappam and Idly Dosha etc if you like.
