I mean using impact bits in a Terrible quality hand drill is a horrifically unwise decision on its own. But adding to the craziness by not using water to tamp down glass dust isn't helping your cause. You are using carbide to drill glass -- and you are doing it with bits not designed for that drill and you are further getting in your own way by thinking that a hand drill has any true downforce (or 90 degree/perpendicular to the work). It obviously doesn't lol. You can absolutely go faster than you currently are by simply adding water to your work surface (a 2 liter plastic pop bottle with a sewing needle valve is essentially free and disposable) not to control heat but absolutely to prevent your bit by walking on the glass dust. If your goal was to say that modern (ok semi modern) tolling means that anyone can kinda drill a hole in to glass even if they do things to make their lives exponentially more difficult than it needs to be - well I guess that's a win. You OBVIOUSLY need to start and finish in water and going much faster is a start
