About Blur:
Blur were formed in 1989 by Damon Albarn, Graham Coxon, Alex James and Dave Rowntree and signed with Food/EMI the same year. Announcing their arrival with debut album Leisure in 1991, Blur continued to revolutionise the sound of English popular music with second release Modern Life Is Rubbish (1993). Five successive UK #1 albums followed - with Parklife (1994) and The Great Escape (1995) helping to propel the band to mass popularity in the UK and beyond. The eponymous Blur was released in 1997 and seventh album Think Tank (2003) was Blur’s first as a three-piece after the temporary departure of founding guitarist Graham Coxon.

According to Damon Albarn, he considers the song to be “one of the first ever Gorillaz tunes.” Not to be confused with the first released Gorillaz song, Tomorrow Comes Today or the first recorded Gorillaz song, Ghost Train.
Or the first Gorillaz demo, "Shaga Laga".
I can definitely hear some of that Phase 1 Gorillaz sound in this.

I thought I heard this song for the first time last year, but for the life of me I couldn't understand why it reminded me so much of my childhood and a beach. Then I realized there's a version of it on the Beach soundtrack I used to listen to as a kid. Mystery solved! Lol

Man i loved this song growing up
I loved all Blur and Oasis songs growing up (and others like Suede, Ash, Kula Shaker, Mansun, The Verve, Manics, Stereophonics, Spaceman by Babylon Zoo, and more). This was one of my favourite though, it was different but had a great feel, beat and bassline to it :)

Many times in my life, i have listened to this song and tried so hard not to move my feet, and have miserably failed every time. Mostly resulting in me awkeardly geeking around in my apartment giving and invisible crowd and two very confused looking cats a live performance

dave the drummer is 'playing' a 606 -drum machine(hi-hats throughout and beat that comes in halfway). 303 looks same (but more white stickers). 303 makes bass sound and techno squelch, but no sign of it in this recording. the guitar is making those sounds with delay set to a short delay time vs. long feedback time (that is switched off to match the tempo, rather than fading echo into the distance). can get this effect with any decent delay pedal, dd3 etc. check out videos of real tape delay boxes, echoplex or space echo -i assume one of these would have been employed for a blur studio recording.
Just one thing, and I don't mean to be a buzzkill, but do not expect to get that sound by just plugging in your brand new pedal and striking a chord. This guitarist has been experimenting with guitar sounds for at least 22 years (discovered Blur in 1992)! I have seen them live 3 times (they are much more hardcore live btw) and from what I've seen on the front row (not hard in the US), they really don't have that much equipment. So a pedal is probably all you need, and again, a lot of talent and practice! You can always check the booklet or the back of the album, they sometimes put a list of the equipment used to record it. Check the album on Wikipedia too. They have extensive info about music albums.
