A very debatable point. I worked for a Council in the Midlands and the contractors who cleared the domestic waste would deliberately leave bins because some idiot had written into the contract that they would be paid extra ( for each bin ) for going back and clearing it. I also caught one accepting a bribe for taking business waste away from a shop.
Stealing cones is not his job. He is not the only one who knows how to abuse but he just picks on vulnerable people like the elderly man who does not want to come home and find his driveway full of shoppers.
If you didn't hear what I said at the beginning I will explain, Scott posted that video around of him filming a member of public whilst working for the council. When we saw the video we said between us that we would question him about it to see what he had to say on the matter. Never skip the beginning to further your narrative it's dishonest.

As someone who enjoys streetscape photography I totally understand why ukmtt does what he does. I have even been approached on a public street by a showsec security guard telling me to delete my memory card because the buildings in the background are private property and I am breaking the law. People like that deserve all the contempt they get. What kind of idiots walks up to a man videoing and tells him to stop videoing because they dont want to be in it?
I do a lot of filming as well. I recently filmed The Winchester Hat Fair and obviously that was not a problem. I have often been approached by a member of security and asked what I am doing. I have often filmed the front of shopping malls because it is part of the footage and security can get quite rude about it. On the other hand, many security guards can be quite nice and friendly.

The bin men are employed by choice. If you don't like your job get another. I went through the 70's and 80's strikes. That is why most councils employ sub contractors. A friend of mine refused to strike as a fireman because he did not want to put people at risk. I hated Thatcher but she had a point.

The Highway Code's Rule 243 states that you should 'not stop or park where the kerb has been lowered to help wheelchair users and powered mobility vehicles, or where it would obstruct cyclists except when forced to do so by stationary traffic.' So the council are not doing thier job.
It is an extremely simple situation. The key question is whether the cones are on private or public property and it seems to be the latter. Therefore the postioning of the cones would appear to be illegal therefore they must be removed forthwith . . . . end of! 😎👍😎

The man puts the cones out so he does not come home to a drive full of shoppers, Somebody did that to my mother once and went to the pub and she could not get her moped out of the garage door. My mother went inside and got a sledge hammer and smashed the van to smithereens, windows , lights and body work. When the bloke decided to come back my mother was waiting for him with said sledge hammer. He called the police who came out and told the man to tow the vehicle off my mothers drive immediately. They said nothing to my mother as he parked on her property. She was in her late 70's at the time and was not taking that kind of abuse from anybody. This man simply put up cones.

Our worst bin men are the ones who empty the Brown garden waste bins @ £90.00p per year extra cost, we paid , but not on their list they said, as they all share the single brain cell they won't empty them, probably can't read or write either, despite their bosses telling them weve paid and are on the list for emptying, they still won't empty them, so the council send around a small truck to empty them every other week, when it runs out this Year I won't renew it, I'll put all the garden waste in the general waste bin , I win and save .

We don't pay road tax: there's no such thing. It's vehicle tax. Here's why. Diesel cars (TC49) that meet the RDE2 standard and petrol cars (TC48) don't pay anything. Also Electric cars don't pay anything. We don't all pay vehicle tax to drive our cars. That's a fact. It's all down to the emission band of your car. That's why you don't pay to use the road; you only pay depending on your type of vehicle emissions. No emissions, then no tax. Hope this helps. xx

The driver has no idea about the highway laws and regulations. He admits almost instantly that he turned his beacons OFF before reversing which is clearly in breach of chapter 8.
That is correct to a point. If you KEEP doing it there are laws that cover it e.g. causing an obstruction, public nuisance, perhaps harassment. I am not sure of the specific laws but they do exist. That doesn't help with the random car parking there, just the repeat offenders.
Nothing wrong with his behaviour in both of these videos. If the guy doesn't like his driveway blocked, move house! You can't just stick cones out on public land and dictate where people can and can't park. As a builder have often put cones out for skip delivery or pick up or materials delivery ,not hard to do as they sell them in screwfix and online and they are perfectly legal to use.

Even putting cones out for a skip is prohibited. We all do it, but it’s not legal. You simply have to look at the website of your local authority where you’ll find this information. You cannot block the highway with cones, bits of furniture, old scaffolding boards, rubble bags or anything else you can lay your hands on. If someone moved them to park and you physically prevented them you’d be in serious trouble.

The guy who put the cones outside is house is wrong. Unfortunately nobody owns the road outside their home and anyone can park there. Just like he can park on another road.

The Highway Code's Rule 243 states that you should 'not stop or park where the kerb has been lowered to help wheelchair users and powered mobility vehicles, or where it would obstruct cyclists except when forced to do so by stationary traffic.' So the council are not doing thier job.
Personally, I would have seen his approach into my personal space as a threat, and I would have defended myself the same way the traffic warden did.

It is an extremely simple situation. The key question is whether the cones are on private or public property and it seems to be the latter. Therefore the postioning of the cones would appear to be illegal therefore they must be removed forthwith . . . . end of! 😎👍😎

The man puts the cones out so he does not come home to a drive full of shoppers, Somebody did that to my mother once and went to the pub and she could not get her moped out of the garage door. My mother went inside and got a sledge hammer and smashed the van to smithereens, windows , lights and body work. When the bloke decided to come back my mother was waiting for him with said sledge hammer. He called the police who came out and told the man to tow the vehicle off my mothers drive immediately. They said nothing to my mother as he parked on her property. She was in her late 70's at the time and was not taking that kind of abuse from anybody. This man simply put up cones.

Our worst bin men are the ones who empty the Brown garden waste bins @ £90.00p per year extra cost, we paid , but not on their list they said, as they all share the single brain cell they won't empty them, probably can't read or write either, despite their bosses telling them weve paid and are on the list for emptying, they still won't empty them, so the council send around a small truck to empty them every other week, when it runs out this Year I won't renew it, I'll put all the garden waste in the general waste bin , I win and save .

That's why you don't pay to use the road; you only pay depending on your type of vehicle emissions. No emissions, then no tax.

If you don't have your car on the drive at the time you can legally block a drive.
That is correct to a point. If you KEEP doing it there are laws that cover it e.g. causing an obstruction, public nuisance, perhaps harassment. I am not sure of the specific laws but they do exist. That doesn't help with the random car parking there, just the repeat offenders.

Mark will admit that his eyesight isn't the best, and I can imagine him not wanting to spend endless hours replying to comments, working as he does and also being a family man too whilst also creating content, it's alot to do mate. As a builder have often put cones out for skip delivery or pick up or materials delivery ,not hard to do as they sell them in screwfix and online and they are perfectly legal to use.

I’m afraid you simply don’t know what you’re talking about. Just because you haven’t personally been fined so far just shows that it’s rarely enforced. Even putting cones out for a skip is prohibited. We all do it, but it’s not legal. You simply have to look at the website of your local authority where you’ll find this information. You cannot block the highway with cones, bits of furniture, old scaffolding boards, rubble bags or anything else you can lay your hands on. If someone moved them to park and you physically prevented them you’d be in serious trouble.
So thanks to this video, google street maps and purple bricks you can have a tour round the first guys house. The second guy makes things worse putting the 2 vids together and adding more information imo. Peace
