    Can we say that high culture appeals to people with high IQ and low culture appeals to those with low IQ?

      Not really because the other cultures (middle and low) try to be high culture. Like how low culture wants to be middle culture. High culture in England and France for example was everywhere in say the 1800s it was valued as a high part of society and excellent representation of their culture on full display.
