This game can't render the entire land mass all at once.
So if I went to another region and came back, it would load everything, including the errant NPCs.

Do you really need to go that far? I remember having the same problem after completing U-Gin Shotgun Bar's mission. Only went to Cabana Cigar and back and she was there.
