Arkansas does not have the same limitations that law enforcement has in California. Whether you go by the book and training or not, in California you are likely to be charged, tried and convicted at the drop of a hat. So they are exceedingly careful because absolutely no one in the government has their back...and the DA will send them to prison...especially is the real criminal is a black...every if they follow the letter of the law.

And they probably weren't sure if anyone else was in the vehicle like a small child. The guy didn't put anybody's life in imminent danger while the police were close enough to do a pit maneuver. Police are trained to use the least amount of force necessary to de-escalate a situation. Unfortunately, they don't always abide by their training. They did here.

Sheriff Luna ain't doing such a great job ... they need to have a PIT maneuver policy like the ASP (Arkansas State Police). Those boys dont mess around and let chases go on and on and on endangering many more people.
No pit was necessary in this encounter. They managed it well with the desired results and no damage to their police vehicles causing tax payers money plus the risk of endangering themselves. Not every situation requires they ultimate aggressive pit measure of pit maneuvers

If he has a gun, which they dont know, especially with windows being heavily tinted, he could shoot them, and the last thing they want is to see an officer get shot. Thats what the Bearcats are for, being bulletproof vehicles. Plus, hes trying to run, and they cant always to randomly predict where he will turn as he tries to shake them off, not to mention the helicopter, which has a major advantage against any vehicle you can make

On narrow streets, the nail chain fits very well. Here the driver hardly has any chance of avoiding a collision with it. ! really really good . ! you could have just closed the front end of the street and the back end of the street with carts and nail chains, then the mouse would have been caught too. ! and then only move up with cars from behind. ! My recommendation . ! Best regards to the Police Officers and Commanders, very well done. !!!

There is now a device that is deployed from front of leo car and attatches to rear wheel of suspect car and it is slowly brought to a stop. Used in slow speed chases. The trailing car only has to touch the rear of suspect car. But i guess LA would rather risk lives than keep up with new innovative techniques.🤷♀️

Spike strips now will have no effect on almost all passenger tires (dated before we were born anyway), because according to our colorful commentators here, the spikes work to deflate the "tubes" of the tires... and all passenger tires are now "tubeless". Do the criminals pay to replace these vehicles? Do the police pay to replace them?
Or does the vehicle owner's insurance pay for it, and if so, does that negatively effect their future insurance rates, and insurability on future vehicles?
