There's no special technique or functionality showed in this animation so I would say almost any mainstream 3D modeling & animation software will do.

It’s the skill required to create it. More than likely 3DSMax or Maya. Heck you can make something of lower quality in Keyshot using the animation tools from a preexisting model. Would take a bit of time, but possible.
