the crafted 418 headpiece [Flaring Cowl] is better than the tier helmet (despite high ilvl) because the stats on tier aren't great. Flaring Cowl also procs the fire dmg ring from the raid which is quite a chunk of damage!
I went ahead piece from vault I think end game I want all tier except chest. There is a mastery/ haste chest that would be cool if I can grab from vault
