That green stuff looked like hydroseed that they spray from a truck or trailer to plant new grass, usually for erosion control. I'm guessing the trees trunks are to keep the vehicles off it so it can grow and fill in and no longer be a road. That looks like a utility cut where they cut it all down, buried some utilities, and are now returning it to the condition before the work was done.
Yeah it is where they park construction vehicles where that is in that area I used to play ice hockey there when the rink was there city owned that is why it’s no loner there.
