Not really, fire safety is very strict now after the Grenfell tower fire, so strict you are not allowed to use expanding foam on internal apartment doors, so you are sacrificing quality of build in favour of fire safety. Old buildings just don't have that much fire safety as the new builds, there is not much you can do, except from stripping lots of things and changing them and that is not that easy and simple.
Just think of all the buildings built since 2008 that used chinese based suppliers for materials. Buy cheap goods and dont be surprised you get cheap buildings.

In birmingham , there is a tower called trident house just off broad street built the eighties Converted office building multiple fires inside.Never burnt down , still standing to this day, They don't make them like they used to!
And the sickening thing is glenfell is still up the people who lost loved one's are reminded every day disgusting it will happen again because nobody learns from these disasters
i used to live in Chadwell heath in late 70s and early 80s. So glad i moved to east midlands, much nicer . lower cost housing , not far from countryside and many other advantages

The UK quit building social housing in the 80s and 90s and then under theatcher they got sold off.
