Well the climate control module didn't fix the issue. So now it's on to the blower motor.
Here i pulled out the blower motor for inspection. You don't have to remove the vacuum pump. It does give you more room to work, although it was a pain in the rear to put back in.
I pulled out the blower motor, then hooked it back up to test. It turned on with it out of the truck, but once reinstalled, it wouldn't come on. I went and purchased a new blower motor/fan assembly and swapped it out. That fixed the inconsistent fan issue.
I still have only "blast" mode on my fan speed. That is due to the fan speed resistor being worn out. This is not a critical fix, since my fan is usually on full blast anyway.
I did a little more digging into the climate control system, inspecting the diverter and blend doors under the dash that control your temp mixing, and where the air is diverted to (dash, feet, defrost). Those all seem to be functioning normally.
After a few weeks, aside from the resistor, everything is working fine. I guess the fan was just working on failing, which is why it would run sometimes but not other times.

    It’s probably the resister.

High ONLY is your blower motor resistor.

Thanks, I've since learned this. Been too lazy lately to fix it though : )

My resistor was bad and would only work on high. It's easy to change. Check your pigtail also. Mine was rusted stuck onto the resistor.

It’s 2 screws and a connector to change the resistor and cheep.
