I've personally never used flashes, so I unfortunately don't have an answer for that one. But for underwater lights, I've always used lights made by the company "Shoot". They're always worked real well, and the battery life is great.
I'd recommend using the shorty stick over the head strap. You aren't able to capture too many great shots with the head mount, and its best to be used if you don't want to worry about filming underwater.

Nothing wrong with it at all... just not my cup of tea. I only bought my GoPro to share with my wife and kids to get them interested in the oceans. Anyway, I am considering a mask mount, but amongst professionals, it's either love or hate. Last year, it made your list. This year, no. Any special reasons?

The mask mount is good if you have a backup second camera. I went on a dive once where my hand camera failed and I could still get footage from the other one.

You can find dive housings from all kinds of different companies, and to my knowledge, all of them work good.

Would it be worth spending the extra for the hero 9 or get the hero 8?
The Hero 9 has dropped in price pretty handsomely over the past few months, so I'd say now would be the perfect time to get one.
