Find an artificial reef near shore in NC between end of april and middle of may is best depending on weather.
They were throwing diamond jigs but you can also put a live menhaden on a #4 or #6 treble with 30-50lb test leader. Hook between dorsal fin and tail. Freeline them. You can throw a handful (3-5) of menhaden out to start a small frenzy and it will make them eat your bait if they aren’t chewing.
