This is obvious due to the sheer amount of japanized designs for transformations. Now, why the designs look like that, I'm assuming it's because japan's youth were widely influenced by saint seiya at this point (THE henshin hero in anime, if I'm not mistaken). So they had the tmnt license to make new toys, needed designs to fit japan's "sensibilities" and so they made them henshin with all the package that came with that.

Others in this same position but not strictly anime are basically all henshin shows. Super sentai, kamen rider, that one show with the golden lion or wolf armor, ultraman all these are low-cost shows that basically do the same thing wrestling does but not live and using more overt fantasy and wirework to sell kids toys.

Heck, market it as Season 7.5! It doesn't even have to be a perfect dub! I'D buy it.
