So that connection doesn't exist xD I would say J.C Staff forgot or maybe they didn't want to change back the design of Accelerator probably because almost everybody only know the character with his later clothes. Because in the manga of Railgun Misaka remembers Accelerator with the clothes of the Sisters Arc so probably she didn't even cared what happen with him after the experiment shut down.
