I think this song is about the dichotomy between the people who start wars vs the people effected by them. The poppy sounding chorus is the government and the billionaire who run the people who run governments, all profiting off the wars they create. The chaotic metal part is the reality of war for the rest of us that can't get into the club. The chorus is abruptly and unexpectedly interrupted by the metal part until it completely takes over. So it seems to be saying, these war profiteers can not escape the death and destruction they have created forever. It will eventually get them too.
