The short answer is: because it's not legal. Spec racing rules operate on the premise of "If it doesn't say in the rules that you can, then you can't". There is no provision in the Spec3 rules (or most spec classes) to allow gussets to the chassis from the cage. Spec3 cages are for safety only, not chassis rigidity/performance. Rules are not added because "why not?", rules are added when there is a specific need for something to be allowed and allowing those A pillar gussets does not benefit the class.
