I've watched so many comedy sitcoms-they were really big in my family, and I totally agree that Parks and Rec is a stand-out. It took the office's mockumentary formula and made all the characters more fleshed out and likeable and organic.
I think the quest system sounds like a lot of fun. The system for players giving points by filling out a sheet at the end of each game sounds interesting, but I think would be better if that sheet was filled out after the players play all 3 of their games so that they have more options and to make it more memorable/something they can look forward to.
One of the card stores near me does a point system seasonally so it encourages patrons to return and build points and it also isn't as financially rough on the shop. Then you can also have 1st 2nd and 3rd place prizes since its a season tally instead of just one night.
You could add some weird custom hero clash like bonuses and quests too Like you can choose duelist and get points for something other players wouldn't get anything for
Hey, about your tournament orga thingy: I play a sport called jugger, which works in team vs team matches that are refereed by 2 other teams usually, matches go 25-40 mins and its usually hosted over tournament weekends. Aside of the usual competition, there sometimes is a 'spirit cup' and a 'ref cup' over which teams had the best sportsmanship and which were the best at refing. This was usually done by either giving every team a sheet at the start of the tournament, or have a small notebook at the side of the field to enter what you think of ppl after the match. That is obviously different from a 4 party game, but I guess making some sort of spirit ranking or deck coolness etc could just be other categories to run alongside to the main ranking. My proposition would be to either give every player a sheet where they enter their opponents and give them points for coolness etc (or do it with a qr code) and then reward the players that win those cups in a similar way to the main cup. you can have multiple people classified in "places" so it's more like tiers, like there's 3 1st, 4 2nd, 8 3rds and like that there's less people that just don't get anything, so even if you get 1 guy with a meta deck he doesn't hog all the price, just like a 3rd of it
pretty sure that item cooldowns are 6x longer in the backpack still, so you should keep all items with a cooldown in the main inventory and put stat-stick and cd-less items in the backpack instead

Dark Seer can Teamwide aoe perma-stun with Q with roughly 2400 radius+, tiny late game can permastun permakill your entire team from his fountain globally, BristleBack can end in roughly 20-25 minutes SOLO, and Void Spirit ult is just really high damage really fast, but he is easily able to be handled compared to the other three. Axe is very similiar to void spirit, but arguably more powerful in some games. EDIT: Wards are the most powerful thing in this mode. You can very easily bully the enemy team into a loss in no time because of no cd wards.
For your friday night magic dilemma, have each interested player suggest a quest, players vote on winning one. It gets permanently added to the pool and the submitter gets points during that event.

And a full 10 points to winning idea suggestion so there is more incentive to get creative. Places more emphasis on having fun and participating than on just winning.

One thing you'll want to do is try and funnel competitive players together away from more casual players. An easy way to do this is to just have competitive players just play against each other - and you can do this by just making, say, a certain table called the competitive table worth 51 points for a victory, whereas "casual" tables are worth 50. That's not necessarily a perfect solution, but you want to let the more competitive players who are just there to grind out prizes play, but play against each other, so that casual players don't get stomped. Another idea is to have surprise competitions! Oftentimes at Commander Cons you'll see impromptu competitions with wild formats that force people to very quickly assemble something fast to do a kind of lightning-round game. Why dont you try having challenges that arent biased opinions for your commander rewards, like widest board, cheapest deck and highest mana card cast, biggest creature things like that
