Hi Elizabeth! A 23" is a size large, while All the Best is a size average (21.5"). Gabor tends to run slightly larger than average, plus you have adjustable tabs at the back which typically allow you to change the size up to an inch. It's possible that given these circumstances you could make it work for you. You may have to stretch the wig a bit by putting it on a large mannequin head, or by simply wearing it until it stretches out a bit😊
