Fix Service Host Local Service Network Restricted High CPU Usage

NOTE: The "Superfetch" service in newer versions of the Windows 10 Operating System has been renamed to "SysMain". Same rules apply as outlined in this tutorial. Windows 7 and Windows 8 devices are not affected.
