I know it's been a long time since you reacted to it, but the song "Scream" is also incorporated into this one. This takes place later in the same raid series. That's what you are recognizing. They share the same leitmotif with Hic Svnt Leones.
Scream, Pandaemonium's main theme (where daemons abide), Hic Svnt Leones. All are used in this, which makes sense given Athena's the reason Pandaemonium exists where it does and is effectively its deity. Hic Svnt Leones uses the leitmotif for Where Daemons Abide and that is in Scream as well.
I love how the songs of this raid tier share a lot of motifs and showcase differences between the bosses compare tireless one to one amongst the weary for instance athena who is trying to appear as this beautiful god has for the most part a very upbeat sounding song but the lyrics are still pretty menacing showcasing the difference between how she presents herself vs the true monster she really is whereas one amongst the weary is used in the ninth and tenth circle both bosses which athena has distorted and is controlling for her own gain so the song instead sounds distorted and creepy with the lyrics sounding distant like athena is speaking them through the bosses instead of them being spoken directly. or I could could just be overthinking everything :)
This is a particularly evil villain, a real "evil scientist" who wants to become god to reshape all of reality, they'd easily rank very high on "most evil" villains of all time despite their overall low bodycount, because their intent, goals, and complete lack of morals are really something.

You are the first person since this song came out in game (May 23rd 2023) that reacted to it (at least without diluting it with their own nonsense instrumentals on top) and its been driving me nuts how nobody could recommend such a banger. Edit: Speaking of recommendations, there is another really good song in that same raid tier titled "One Amongst the Weary" which also incorporates pieces from the Raid series and kinda acts as a prelude to this song.
Soken seems to usually come up with an overarching theme and motif for the entire raid from which he takes bits and pieces and incorporates them into the scores for the bosses up towards the end. The first four build on the next four and they all culminate into the last boss who usually shows callbacks from the earlier ones. Often literally taking lyrics that at that point suddenly mean something else entirely...
