Not illegal in judo. Even rolling kneebar is legal, minus the kneebar. It's simply reverse sumigaeshi. Both these throws are legal, just not really used.....yet.

Side rolling actions have generic name of yoko gaeshi, but set up looks similar to kami basami
So it might be named yoko kami basami??
