Am I missing something? Hail of blades has nothing to do with talons passive or am I stupid.

No you are right , it has nothing to do with it but it helps him to get more damage in TF's since Talon wants to be quick. And sometimes your autos don't get back in time to auto again and you can miss on your passive. But with HoB it's a bit easier since you can start the combo with Q and then by the time your W goes off and comes back, you have enough AS to proc it.
