Either after testing the near finished product they discovered "cheatable" areas, and ran back to do some additional voices for it, or deliberately made "cheatabale" game mechanics to give the illusion that you cheated?
It's probably closer to a check flag system and it just triggers if flags come in out of order. The alternative is progress prevention so it's just a fail safe with voice acting thrown in. The mechanic itself is way more common than you think
To me it speaks more of a level of incompetence from the level-designers and environment-artists who couldn't bother to make levels properly. It was SO easy to go where you weren't meant to go, I often did it without trying. There was no control over the collisions of the game. Even thinking this game had any QA seems laughable to me. I found SO MANY bugs and issues during my playthrough, it was insane.
The voice actor broke character a lot(you can frequently hear it in his voice lines) I feel like they gave them a script and didn't rewrite the parts they improvised because a lot of suit-os dialogue was different than the subs.

Gamers not to blame. Game makers are supposed to have built pro/con game mechanics. If you cheat, the penalty should be ether backtrack or the game gets mad hard till you die once. I like the ladder, because in most games harder means better loot If you survive.
I skipped something else in high on life like the mission in which you need to go to mines and theres rhis mushroom field, so after getting first wrapping card i've seen blocked object so i tried to open the path and after i dis that i fought some guys and i was like wow did i Just skipped a part of a game and then i Just needed to do it again because mission were broken
I keep seeing people like "WOAH this is so cool, it's so fantastic that they did this!" Dude. They did that because they *knew* the traversal abilities they gave to the players were broken. I mean, they put so many little 3D decorations sticking out of the walls, with collisions you can stand on... There are lots of instances like that happening in High on Life where you can basically go where you should not be going. I myself once jumped in High on Life, even before getting the jetpack, and I started flying up uncontrolably, like the old banker in Mary Poppins, stuck on an invisible ceiling, being able to see the geometry behind the scenes. Not sure I would applaud an FPS game that manages to mess-up even the basics of jumping, just because they thought of adding a basic trigger volume with one boolean variable check like "Did the player reach this place when he was supposed to? False => then play voice-line sound." The fact they knew they needed that sounds a bit concerning, even.
The dialogue in this game is hilarious. The animation is good and the gameplay is good enough. But the game is buggy, the maps are kind of disorganized, the puzzles are not that fun, and the game will just brake with no way to keep playing.

maybe they found cheatable areas fairly early on when QA got it and they were too lazy to fix it so they did voice work instead.
Or maybe they just knew it would be impossible to make the game unbreakable and added a piece of code to detect any sequence break.

Well I got here by just exploring and I actually couldn’t get back so I had to download a trainer to teleport back to the main slums area
