I really don't see her being anyone like River, the Rani, Clara or whoever else because why would they be breaking the fourth wall it doesn't make sense so my current theory is she's the God of Stories and now Ruby's story is over she's moving on to a new story which is why I think she's holding a briefcase because she doesn't need to live next to Ruby anymore, also RTD confirmed Varda Sethu is playing a new character not Mundy

We know the Pantheon of Discord includes Sutekh (God of Death), the Trickster (God of Traps), Maestro (God of Music), the Toymaker (God of Games), and the Mara (God of Beasts), so maybe Mrs. Flood could be the God of Stories. She gives us a message at the end of each chapter until reaching the final one where the Doctor learns about her true identity and faces off against her in his last episode which leads to his next regeneration. Maybe at the end of the series next year, we get a scene where Mrs. Flood is actually reading the book, with only a few pages left to go, before she closes it and gives us one last ominous fourth wall-breaking message which leads us into Fifteen's final series so yeah.
