You can walk to Caladesi Island from Clearwater Beach. It's a long walk, but you'll get there

Looks like a nice a island. Are you allowed to camp on the beach there?

No camping in the state park, but camping is allowed on many of the surrounding islands just to the east of Caladesi.

what is the best boat ramp if you own your own boat to go to for getting here?

I would recommend the Seminole boat ramp in Clearwater. They have 4 ramps, tons of parking, restrooms, and marina with store there.
