Yeah I was going to say the same, usually with petroleum jelly on the o rings and hand pressure, you don't need any special tools. I wouldn't touch with any steel items the cylinder liner mating surface, you risk a compression leak down the road. Also I don't know if he ever checked the counterbore height with the deck gauge.
