I think there's a very fine line between a terrorist and a freedom fighter. As the adage goes, one man's terrorist is another's freedom fighter. Case in point, the late Nelson Mandela who opposed the oppressive apartheid regime of South Africa. Now the apartheid regime, as oppressors often do, frequently labelled Nelson Mandela as a terrorist, but to the rest of the World, he was a freedom fighter, who by the way said that South Africa can never be truly free until Palestine is free. So I think that as long as Hamas and the Palestinians continue to view Israel as an occupier and oppressor, they will continue to engage in what they believe is freedom fighting.
What can Israel do to change this perception? Perhaps they can start to show more humanity and compassion to the Palestinian people. They can give them equal rights etc. Understand one thing, Palestine is extremely popular in the World and continuing to defy and deny it's existence is making Israel, and by extension, Jewish people, hugely unpopular in the rest of the World.
