- I was able to get output from the generator by fully fielding the generator. This led me to the conclusion that my voltage regulator was not working correctly. I would check what the voltage is on your armature terminal on your generator. I also only had 12 1/2 volts with the engine running and it dips when I turn the lights on a 10th of a volt, and it turns out that my generator is only putting out five volts which means it needs to be replaced. (I’m going to convert to a alternator though).

Did you get the tach cable wet when disconnected from the generator? I would pull the gauge set and put it in a vacuum dessicator with calcium chloride.
Did not get water in that cable. Interesting idea about the desiccant.

Is the generator tach drive sealed? The instrument cluster has a good bit of volume, humidity can be "pumped" by temperature changes and it will condense on the glass.
But that is a lot of water, I would say the bezel trapped water which ran past a leaking seal.
Dow Corning RTV silicone but be careful as it emits acetic acid on cure which corrodes most metals
How did you repair the regulator??
I cleaned the point contacts inside the regulator and the did the trick. I get lucky.
