On Spotify they have a monthly listener count of 404k. Compare that to Rammstein who almost feel underrepresented in this list, have 11,6m monthly spotify listeners and pretty much the only artists of the 2000s who made it on the international stage besides a few one hit wunders. The 2010s are a bit better with artists like Milky Chance and a lot of artists in the EDM genre who made it big internationally.
The Techno scene was very big in the 90's in Germany. Berlin was THE hot spot world wide. Check out the Love Parade! But even then it was more the club sccene then the charts. The charts were nominated by the euro dance trend. But in the 2000's there wasn't a lot of Techno anymore outside of the clubs.
