You need to hang the mechanism below to prevent any vibration in the surface basin of your well to prevent a dirty water accumulation below the well due to vibration.
This is a rope pump, invented by an NGO in Senegal years ago. It can be a lot more simple to make than this also. Usually the return wheel at the bottom is simply a glass bottle embedded in a slab of concrete. No moving parts are needed below the waterline.
Nice idea, but I am also thinking .....why not include a wind turbine above this, then use a fan belt from turbine to pump water as well as generate free electricity.
