Basically as much as the pipe resists the pressure of the water column (1 bar per 10 m) ... so this will probably not a limiting factor. But the higher you want to pump the tighter the caps have to fit in the tube to prevent increasing leakage due to increasing pressure. The tighter the caps fit, the more force per cap inside the tube is needed. Thus you will have less eficciency the higer you go... either due to leakage or due to friction. In the latter case, at some point your rope is not up to the task anymore. ..

Then add a 220V motor to generate electricity 🤔
