From what I understand, most expensive part of open world rpgs like Elder Scrolls (even more open than something like Witcher 3 due to the number of permutations) is voice and animation work; and the optimization. So, it made me wonder why other indie studios have not done something like a retro-ish low fidelity game with all text to circumvent these

Thank you for your service, I've been trying to research this stuff myself, and it's suprisingly difficult to find scrolls-like games. Kingdom come deliverance is closest thing I can think of, but I often feel that's closer to a historical immersive sim.
One game I enjoyed recently is actually Dread Delusion. It's not really a true Scrolls-Like, as it more feels like a love child between Gothic and King's Field, but it scratches the same itch - open world, first person adventure with great lore, books and interesting quests. It even does the Fallout ending slide thing! Also, one game I'd look out for is Wayward Realms - it's a spiritual successor to Daggerfall made by ex-Bethesda devs. It's gonna be very different from what you're used to, as it will not have a conventional main quest, but I'd keep an eye out anyway.

I also think you are right when you said an Elder scrolls is not strictly open world as the first game Arena didn't have an open world. . Some of these games looked kind of rough but were generally interesting to learn about. That last one Adalar looks like it could be a real success. Love the video really hope you do another one soon
IMO, what makes it hard to make an elder scrolls clone is because the franchise relies heavily on the world and its atmosphere. The environment storytelling, the music, the lore of the dungeons, and the whole "painting-esque beauty" of its vista. I'm just hoping Avowed can give us that TES-like we've been craving for

-Dark messiah of might and magic. Would be at the top of my list. Zenimax bought the developers (Arkane studios) to stop them from competing with the elder scrolls. And had them work on action adventure stealth games instead. -Risen, -eternal ring -arx fatalis -tainted grail: fall of Avalon (not to be confused with tainted grail conquest) -Kingsfield series would be another. By extension monomyth. They're first person, 3D, free roaming dungeon crawlers. Pretty simplistic but riddled with secrets and rewarding to explore. There's a few indi games on steam. That would make the list And we'll probably see more.

I really don't think setting makes a huge difference as to whether it's a clone or not. In fact if I were making a clone then the first thing I would do would be change the setting up to distinguish it.
Sorry, but what makes a Bethesda game attractive for one person can vary a lot from what it attractive to another person. For me, third person and a _huge_ modding community - and modding tools that make it pretty damn easy to make at least little changes oneself - are critical aspects. So you might as well have listed Pong and Tetris as Elder Scrolls clones for me.
@katiekazel6443 I really wanted to like it and be into it but the faux-affine texture warping, fov, and head bobbing all gave me nausea and vertigo in a way that I’ve literally never felt from a game before. Had to turn it off after an hour because I legit felt like I was gonna be sick.
A funfact: The prototype for Demon Souls was an Oblivion Clone. Fromsoft wanted to copy the Bethesda formula but couldn't get it work(technology limitations, etc). It was until the project head gets replaced by the legendary Miyazaki who wanted to make his own thing that we got the Demon Souls, and as a consequence Dark Souls, we love.
Elder Scrolls is in a more generic genera, so most Elder Scrolls "clones" are just bad western RPGs, CRPGs, or dungeon crawlers. If it's a good game, than it's obviously not a clone, it's a western RPG, CRPG, or dungeon crawler.
ya know, if someone could ship a neat and tidy skyrim clone, modding tools and all, and then manage to whip up a beefy sequel before tes6 released, they could really catch a third wave of interest from people who just don't have the patience to deal with bethesda release jank.

The first game Arena absolutely is open world! In fact it has the largest game map of all of the TES games still to this date.
How do you not mention the Two Worlds series? Probably the most fleshed out and well known Elder Scrolls clone ever.

I haven't played much of it, but "The Quest" is reminiscent of classic Elder Scrolls.

That Towers game, the first one, reminds me a lot of Legend of Grimrock. Seems like obvious inspiration for it.
