When it comes to mastic, tar, and silicone caulking, is it possible to scrape off the existing material before refreshing with new material? And if so, is it better to scrape it off or leave the existing? I have a few instances where the handyman put the mastic on THICK, like 2-3 inches thick around a vent pipe, and I'd like to peel that off it's possible?

If you can easily peel it off or if it’s already pealing off I would say it’s better to remove it. If it doesn’t peel off easily I think it would be best to leave it and not rush damaging it
