For instructions in Japanese, a cellphone camera and the Google Translate app can be a big help. It requires a bit of determination and patience to translate everything, though.
A little late for you, but with a couple other Bandai kits I have, Google Lens with the translate feature is great for helping with translations. Just hold the camera up to it in the app and it'll translate the text.
You don't mask the clear parts - you paint them then using a fine drill or scalpel point scratch the paint off where you want the light to bleed through.
I had one from about 20+ years ago that came with a fiber optic kit. Same for DS9. They were a blast to build. If this one doesn't have a fiber optic kit, I'd have to take a hard pass.
As far as I understand it you don't need to mask the clear plastics. they go in from the inside and act as a light defuser. But I'm only guessing by what I can see in the video.
I'm really disappointed in Bandai with this kit. Bandai has been a pillar of excellent engineering, details, subject matter all at a great price. Clearly they figured out they can charge much more. This kit at $80+ for the basic 'unlighted' kit simply isn't worth it in my opinion. Don't get me wrong I love the kit. It's super detailed and I love to watch it come together. I'm must not paying $80+ for it.

Got it. I was going to drill the solid plastic, but I do see the clear parts not needing to be drilling all the way thru.
