Why there is extra transistor and resistor at the bottom of the circuit? where the bottle is empty, what causes red led and buzzer to turn on? and water level goes above 25%, what make red led and buzzer to turn off?

Technically circuit is correct, may be wire connection not proper, from bottom 3rd transistor shall be connected to top level sensor . Bottom transistor to 2 nd lowest sensor.

For those who want to build something similar for real aplication: Please be aware that you produce tiny amount of oxygen and hydrogen. You shouldnt seal the container. Be aware that the generated oxygen might react with the copper. This might not work for longer time due to corrosion and some materials might be released into water. Don't drink it or use it for plants you want to eat.

It won’t work well coz, while running slanted upward or downward road the fuel also align with the level , so the indicator gives the false report.
