Grohl has a really unique vocal timbre and a sort of unnatural ability to add distortion/scream. But also, he doubles his voice on everything. (Other famous doubled-vocal singers: John Lennon, Kurt Cobain, Brian Wilson, Roger Daltry...point is, lots of famous singers.) That was a great catch.
The mid-tempo thing that you had a hard time with was pretty common in late-90's post-hardcore and indie rock, which is solidly Grohl's lane in '97, when this came out.
If you haven't yet heard it: react to The Pretender. It's fire. Up tempo, political lyrics, excellent video and vacillates between melodic and bluesy metal. (FF has a lot of metal and punk tones peppered throughout their catalog.)
