That has been an issue over many seasons due the writing, but this year the actors had the skill but the story line delivered on the screen gave so few moments earlier companions had showing the in-between times. They skipped, what, 6 months in the timeline from the Xmas show to the start of disney S1? It asked a bit too much for audiences to suspend belief because there was so little to build on about the relationship dynamics. Prefer fewer grand SFX and more basic 101 story telling.

Think you're right about this character to somehow return as like the manager of the hotel, and who could play The Monk well, it's a hotel right well, one actor, and comedy star it has to be is John Clees could be the number one star in this role. He was once upon a time and asked if he would like to a doctor many years ago around the same time as when Tom Baker and he appeared together. He would have become the next doctor after Tom left. But I think he was busy with Monty Python filming The Life Of Brian or something similar? So it could be him, Basil Forty(Monk) character running the Time Hotel. Could you see John playing a villain with comedic overtones similar to an old hotel manager once before running one before? Hadn't John appeared in one RTD plays for TV?
The doctor needs to be careful with the anger inside him ,i mean its fine when he is angry with a villain ,but also angry with him or his team?,i mean don't exaggerate "doc"

The locked doors in some hotel rooms hide compact cupboards for storage of bed linen, towels and complimentary sundries which they expect you to "accidentally" walk off with (accepted in the trade as "wastage"). This allows for quick room turnover - the storage restocking happens in later downtime as a separate pass. They also always contain first aid kits and a localised circuit isolator, often a separately wired panic alarm, and sometimes vacuum cleaners so the person servicing doesn't have to drag one around. Always hoover even a clean floor. Boring answer - logistics and safety. Dr Who answer, which would probably occur only to writers who spend more time in hotels than most - time tunnels, dinosaurs, pandimensional Breville toasters etc. The sort of people who look at a plug and wonder why the earth pin is longer than the other two and sometimes made of plastic and let their "what if" glands pulse. Marvellous chaps, all of them.

I have a theory that at least the 1st season from rtd2 and this special are the puzzle that the Toymaker said he had made from the Doctor's life. The timey wimey journal just reinforce this idea. Idk, everything looks like old things that happened with the Doctor but in different settings
