Perhaps it would make more sense to have mentioned in large font on the website that current funding will support only a portion of the people who registered in previous years. Also, make clear that if folks want to be considered for future funding, they should apply at this time, but understand they cannot be considered until more funding is allocated, which will probably be at least a year in the future.
